At present, our city has entered the summer high temperature season, high temperature, heavy rain and wind and other bad weather increase, the risk of various types of safety accidents is increasing. In order to effectively strengthen the construction safety work during the summer high temperature period and resolutely curb the occurrence of all kinds of production safety accidents, the relevant work requirements are notified as follows:

First, fully implement the responsibility for production safety

All member units and local housing and construction departments should adhere to the work goal of "zero accidents", carefully analyze and judge the weak links and outstanding problems of high temperature construction safety in summer, and strengthen the bottom line thinking. In combination with the special rectification work of "preventing risks, detecting hidden dangers, promoting rectification and reducing accidents" in construction safety production, the inspection of construction safety under high temperature conditions is intensified, highlighting the inspection of key parts and links such as dangerous projects, temporary electricity consumption in construction, temporary facilities and fire protection in construction, and urging the construction participating enterprises to strengthen the management of safety production during high temperature. Targeted development of anti-high temperature measures, pay close attention to the implementation and implementation, to ensure that the city's construction safety production situation is stable.

Second, effectively eliminate all kinds of security risks

(1) Strengthen fire safety control. Construction units should deeply implement the "life first hidden dangers must be removed" special action requirements for fire safety, focus on the control of fire operation fire hidden dangers, strictly flammable and explosive dangerous goods management, the construction site of oxygen cylinders, acetylene cylinders, fireproof materials, paint thinner and other flammable and explosive items should be placed in a sheltered, ventilated and cool place, strictly separated, classified storage, prohibited mixing, mixed loading, mixed storage. It is prohibited to be exposed directly to high temperature to prevent fire and explosion accidents.

(2) Strengthen the safety of temporary electricity use. The high temperature and humidity environment may cause aging and damage of the wires, which may reduce the insulation performance of the electrical equipment or cause the shell to be charged. Each project under construction shall strengthen the safety inspection of temporary electrical equipment, urge electrical personnel to strictly implement electrical safety regulations, eliminate illegal operations, and strengthen the safe use and management of electrical equipment and devices.

(3) Strengthen prevention of high fall accidents. The construction unit shall strictly implement the "One belt, one hat" management system, ensure that the protection measures of the edge hole are in place in accordance with the corresponding norms and atlas, and it is strictly prohibited to carry out the operation of the edge height without taking reliable border protection in accordance with the regulations. Before operation, it is necessary to implement point-to-point safety technology disclosure. When operating, do not lay off workers in high places, on-site management personnel do not leave the field, and timely find and correct violations.

4. Strengthening anti-lightning management. External scaffolding, lifting equipment and construction under construction must be lightning protection and grounding in accordance with the provisions, construction machinery and lighting equipment should also be protected and zero. When lightning occurs, it is strictly prohibited to walk in the open air with metal objects, close to electrical equipment, and personnel are strictly prohibited to stay in open areas, electric poles, and high voltage lines.

Third, effective implementation of preventive measures

(1) Reasonable arrangement of working hours. The construction site implements the measures of "grasping both ends and stopping in the middle" to avoid high temperature, and the construction unit should actively take shifts and other ways to shorten the continuous working time of workers. When the temperature reaches more than 35 ° C, it shall not work in direct sunlight, and when the temperature reaches 38 ° C and above, outdoor operations must be stopped.

(2) Improving the site environment. Construction units are encouraged to equip with effective cooling equipment such as chillers, improve the working and rest environment, and provide sufficient sunstroke and cooling drinks and necessary drugs that meet health standards for workers, to ensure that the construction area, office area, living area and other places on the construction site meet the needs of sunstroke and cooling.

(3) Strengthen education, training and health monitoring. The construction unit shall strictly implement the "morning meeting" system before work, and ensure that the operators have the necessary knowledge of production safety and improve the ability of accident prevention and emergency response according to the types of work that should be paid attention to during the operation of high temperature. Health observation of the workers before work, if the health condition is abnormal, rest should be arranged or medical treatment should be advised according to the situation; Those suffering from cardiovascular and cerebrovascular chronic diseases such as hypertension should be replaced in time to ensure production safety.

Fourth, strengthen emergency duty during special hours

All member units and local housing and construction departments should grasp meteorological information in time, establish and improve safety early warning systems, strengthen emergency preparedness according to the characteristics of high temperature and rain flood weather, and guide the project participating enterprises to effectively prevent and respond to emergencies. It is necessary to strictly implement the safety production duty system for special periods, the leadership shift system, the 24-hour duty system for key positions and the information submission system, and to deal with emergencies in a timely, scientific and proper manner and report them immediately.
